I'm pretty sure they are trying to make every new exotic weapon use a bounty to get it. Get the Chaperone from Amanda Holiday the shipwright mission. Get the void fusion rifle (forgot name) from a quest from Petra Venj, I guess? It talks about the Queen, so I assume that. And the Sleeper Simulant from something with the Gunsmith.

Well I don't think armor will ever have bounties. But some of the weapons will still be RNG
