I've changed lots of people's opinion on it. Just give it a try some time. It really is underrated.
Worth an exotic perk... It just really depends on the situation.

Have used it. Garbage perk. Aint nobody got time to sit and float. You need time to float? Learn to hip fire. Now you dont.

I think I'm looking at its usefulness from more of a PvE stance.

That's the problem. Exotics should be good all around, not just situational. People aren't going to be excited about an exotic if it only has uses here and there in the game .
