Weapon diversity...
Can the same weapon drop with a new set of stats?
What do I mean?
Take "x" scout rifle from omolon. Can that same scout rifle drop again with a new set of stats?
Not perks, but stats. Fire rate, impact and so on.

However, i would look forward to seeing some perks that dramatically affect fire rate and impact. Of course it would have to have some drawbacks like increased impact with a loss of mag size.

No. But the perks can change the stats and you will get different perks on each drop. So theoretically, yes? But having the same gun drop with a higher fire rate or lower impact just wouldn't make any sense. It changes the blueprint of that gun.

Thats kind of the point though, to maybe get an awesome design but with the stats you want

No, like borderlands. Where the same weapon can drop with different stats and abilities. Yet It may look identical to a weapon you already have. This allows a vast array of weapon variety, with different stats to compliment peoples individual styles as well
