No. But the perks can change the stats and you will get different perks on each drop. So theoretically, yes?
But having the same gun drop with a higher fire rate or lower impact just wouldn't make any sense. It changes the blueprint of that gun.

No, like borderlands. Where the same weapon can drop with different stats and abilities. Yet It may look identical to a weapon you already have. This allows a vast array of weapon variety, with different stats to compliment peoples individual styles as well
