Not necessarily, depends how they implement it, in Diablo III you automatically acquire the Transmog to every weapon and armor you ever acquire, and you can salvage that item but you'll always keep every Transmog you ever get, allowing you to transform any weapon or armor to look like any other item of the same type you've ever possessed. It's such an obviously good feature I don't know why every game doesn't have it (or something comparable).
