Fist of Havoc can seem that way when you're on the receiving end, but trust me- as someone who runs Striker from time to time, it's easily countered if your targets see you coming and are able to concentrate fire on you in time. I can't count how many times I've been shot down in the middle of activating my super- I've even been sniped from across the map. There's definitely a tactical sense needed to successfully use the FoH, which I lack much of the time.
Shoulder charge- this is also one of those moves that, when I'm in the groove, I can pull off over and over, and damn it feels good. But when the thumb stick isn't cooperating, I can't get the charge to work no matter what I do. It turns into a simple sprint which leaves me out in the middle of the enemy fire zone- i.e., dead meat.
It's not the attacks themselves, but the skill of the player that determine success. Just like any weapon. Hope this provided some new perspective for you.
