Im with you 100% on this. I used fusions all the time in vanilla game and then when tdb came out. I left the game for 4 months a few weeks after tdb and wow I could not believe the difference. It was sad to see them nerfed to oblivion and the lack of power so noticeable. I tried to still run with them as they were what I was used to but eventually had to switch out to shotguns as they were clearly the better choice. For instance I tried using arc fusion rifles solo on the fallen wolves in patrols and could hardly take the bosses shield down even with it maxed. Switched to an arc shotgun and just breezed through it. I only had an under leveled found verdict too not a maxed one. Anyway while we have been distracted with more important issues I would like this addressed as it is certainly an important one too. The trend of ruining pve weapons to balance pvp needs to stop imo. The nerf train in pve needs to stop. PvE was almost perfect weapons wise in the vanilla game all that was needed was shotguns, pulse rifles (scout rifles were buffed early so they were good for most of vanilla) to be buffed then all weapons were viable choices.
