I'm British and have a good understanding of how pricing works both here and internationally. Bungie are a business, first rule of business - make a profit.
I understand your frustration, truly. But I personally don't think we've been shafted. I truly believe that bungie are under contract (and don't set the prices for content). They have their hands tied. That said, this isn't classed as dlc, it's classed as an expansion.
Now I can't comment on if it's worth the money until I've played it. All I know is that vanilla and the 2 dlc packs we have had have cost me less than a penny in hours played. That to me is a fantastic investment. I've enjoyed 90% of my in-game experience on destiny. So let's say it's costs 2p (probably less) per hour of entertainment...
I'm just saying mate, it's business. Business isn't successful unless you make profit. We, the community, can't say 'it's extortion' until we've played the content and realised if it's worth the money. Exchange rates, taxes and other hidden margins often raise the price of a product... Try importing a 6 pack of mountain due from the states, should cost $3 add the tax, it's closer to £10... Just how the world works.
