Yeah I wouldn't say it was a bad perk. I think it's more relevant on a high impact archetype where the recoil per shot is more severe. I've got an efrideets spear that has virtually no stability but it isn't that bad to line up a second shot because it has rodeo.

Awesome, thank you for that. Now I won't feel as crappy to roll a sniper with good perks, but with rodeo as well.

No problem. I've never found it to be a bad perk. Most of the perks for sniper rifles only give minute differences in performance. The scopes and muddle perks (snapshot etc) are most important for me.
