It is a melee kill. But I believe the part there is part in the bounty that hinders it.
"Defeat 10 Guardians with a [b]close quarters[/b] Melee attack while competing in the Iron Banner." I think at a certain range Throwing knives no longer count.

See if you do the pve bounty get 30 melee kills without dying it counts every single throwing knife kill. Go try iron banner right now and watch. No matter how far or close they are it doesn't count

Their's isn't nearly as long range as throwing knives. Still very long range though.
