I found this like interesting as well. The Vex would be fitting but I don't know what exactly is meant by this. It could mean two things:
1. In general this being's species is advanced, however it remains the same in some way.
-OR-
2. This being stays the same form while others of its kind progress into a higher being than itself

must be hive. The riddle clearly points to something that is part of the hive hierarchy.

Both Hive and Vex have similar chance here. A hierarchy is simply a system with ranks. A monarchy is with kings, if you were thinking of Oryx being a king and Crota being a prince above the other princes that make the sword or Crota.
