Best fictional emperors that aren't OP.
Darth Sideous aka Emperor Palpatine, he won a galaxy by using politics and creating a war to kill all the Jedi and possible opposition.
Tibet septim conquered all of tamriel using large armies, great tactics, and a giant death robot God powered by the heart of a an aspect of a god. Then became a god. Very god.
