It will never happen. If Bungie decided to create "Xylar" they would have to get in contact with Jeff The Cabal and make him sign a contract to receive royalties and all of that crap.

I didn't copyright it either as it's just a simple post on the forums. As an content and ideas, I don't [i]technically[/i] own it because I never copy righted the idea.

It's still considered intellectual property. He has pre existing work and the character would be directly based on the work so yea. A simple waiver would do.

Even if it worked that way he still wouldn't own it. If you read the terms and agreements of b.net you would now that bungie owns anything you say on these forums; even this comment.
