The halos dont destroy the whole universe regarding food supply they have limited range, also organisms can lie dormant adrift in space and on comets, they can get flung out of a galaxy and then drop back in. So yea the whole halo system has flaws in it. The builders or forerunners had shields to protect their societies, what if some flood survived within those shields when the halos fired? Ect...

Obviously the flippin flood did, so did some of the forerunners (crazy AI buggers from halo 3) so yea idk Also the halos wipe out HUMAN LIFE in the galaxy and thats it they have a limited range within their network
