In HoW, it is revealed in either Variks' dialogue or the grimoire cards (don't remeber off the top of my head) that the House of Exiles doesn't follow a Kell

I read the grimoire, it said that they don't follow a kell

They are a bunch of (wait for it) exiles from other houses. Although Variks does mention something about a House of Scar (maybe what they used to be?) They have no Archon, Kell but must have some sort of Prime Servitor.
