The world is going to succumb to climate change, when this happens we need to have the smallest population possible to survive and not [b]waist[/b] resources. It should cost a large sum of money for licence to have a child and they must have no other children to be accepted. If someone is pregnant and cannot afford one they must have a abortion, if they illegally give birth to the child it would be taken away for human testing or possibly become a super soldier. This of course wouldn't work unless we put more money in the pockets of the middle class, which must be accomplished first.
