I am Master Vlad. I will decode engrams for you but with a twist. I'll give you three choices of whatever type of engram you give me. If you're lucky enough I'll have a legendary as a choice for your rare engram as an option, and for your legendary you might have an exotic as one of the three choices. Or, you could choose to turn it into one mote of light or a strange coin if you don't want what I'm offering.

It'll still be random and you'll only have a few choices, but it'll (possibly) end the streak of getting the same legendary over. And over. And over again. Legendaries are supposed to feel special, so why would you want the same gun 20 times? Feels like a waste of an engram.
