If they're a government county clerk then by law, they have to issue marriage licenses to homosexual couples in addition to straight couples.
It doesn't violate their religious freedoms because they aren't forced to do it; they can always quit if they disagree.

Religious institution cannot hand out marriage licenses which is what we're talking about. A business cannot deny you service based on religion, [b]orientation[/b] or race.

A business doesn't have to give a reason. Good luck proving that's the reason why.

A clerk has to give a reason why he/she denied a license to a couple that meets all the requirements. They can't just decide who gets it or not based on preference.
