Here's my simplest answer. If she feels that deeply about it there are 2 solutions. 1) she finds a different line of work as maybe that one isn't for her anymore 2) she be allowed to choose not to issue licenses and the couple in question are assisted and issued a license by another member of the staff. It seems to me that #2 would be the simplest solution. Now, I have not read any specifics other than the general headlines, so maybe there's more to it, but you can't force everyone to think alike.
