Separation of church and state (not really sure about all the fine print) should be the defining factor to me. If it is required by law as an employee of the state to issue them and the person makes a choice not to, isn't that job abandonment? If I refuse to do my job as a personal choice, I get fired. So should they. Edited for punctuation
