You really HONESTLY have no idea why BUNGIE makes the choices they make. BEING A DEVELOPER!!! I can tell you first hand that software projects of this magnitude have unexpected costs of STAGGERING PROPORTIONS. They may have made that choice in GREED {very doubtful}. I bet what motivated that choice was because 90% of players hardly hear the musical score BUT THEY DEFINITELY NOTICE when there is poor quality in game play. I would much rather have SOLID GAME PLAY and weak music. Just Sayin
