Seems like hawkmoon would make sense since the exclusives won't be so for much longer, and I don't think xurs ever sold it right?

Yeah its still a Playstation exclusive so it's very unlikely for another few months. I doubt they would have him selling it right at the beginning when Xbox users just get it.

Can't as xbox and playstation have the same gear so if they sold it on playstation xbox won't get a gun
