Not the 347 Vesta Dynasty. The Stranger's Rifle will be upgradable into a different exotic entirely, which is supposed to be called No Time to Explain. I don't know [i]what[/i] would make you think an arc Pulse rifle would upgrade into a kinetic Scout rifle with a completely different design.
