I would agree with you, but if you go to the emblem kiosk and go to the subclass emblem it says you have to complete the subclass quest, so either A) they dont release till ttk or B) its glitched

So if Bungie is mentioning known glitches and they are not mentioning this, the the logical explanation is its waiting for TTK. Much like how we can't wear the new class items till 40, they don't want people to wear the emblems until the expansion drops, and since emblems can't have level reqs, they are making everyone wait. The subclass quest lines have the MOST participation of all released this week, if there were a glitch of this nature, Bungie wouldn't be able to overlook it, especially since people are asking about it. Thus, the ONLY logical explanation is its planned and we must wait 5 more days
