I think we may be taking this the wrong way.
Whenever you finish a faction quest and in my case, speak to the Arach your not able to pick up your rewards at all. That may be what they were talking about and there could be a continuation of the subclass quests for the emblems. However I don't know what even a patrol quest is, so I'm not sure

The Patrol missions those green beacons dont give any reputation at the moment
