The devil's in the details, and they can't get voice direction done well. That has nothing to do with programming, which is infinitely more complex than voice direction. What makes you think they can actually fix this game? The point is, they've heard all the complaints about their programmes shortfalls, and frankly, we're kinda fed up with continuing to tell them their shit is fubar and them not doing anything about it. So now we get to pick apart other aspects of the game that demonstrate how utterly useless their entire staff seems to be.
