That's correct. Somewhere it mentions that the psions changed phobos's orbit

I think I read something about that, but couldn't remember the source. The Cabal are preparing Phobos for eventually launching it at the earth, right?

Supposedly they are running from the Hive and had the Psion Flayers move it closer so they can destroy Mars if it got infested.
