Bungie took the first step,

In the preparation for TTK, Bungie partially resolved the crucible meta problem by nerfing thorn and last word. Good changes, indeed. Yet, the meta still exists in an even worse form: shotguns. No, they shouldn't be removed or banned from any game modes. Instead, place simple restrictions such as no sliding and reduced/ no sprinting while a shotgun is held. Alternatively, these changes could only be applied to high-impact shotguns. Well then, what would be the effects of these changes? Pros: No more slide shotgunning in crucible and shotgunning is now completely reliant on timing. Now that shotguns can no longer be abused, more secondaries become relevant and weapon loadout diversity ensues. Sliding is not a major part of PvE activities, so this change would go mostly unnoticed there. Cons: Shotgun spammers would have a harder time in crucible. May impact some negatively in faster paced end-game PvE activities. Please leave feedback in comments. Maybe this'll become a thing.

I think there should be a separation in stats/meta between pvp and pve. Like, for example the hand cannon nerf, in pvp it makes sense to lower the range so that people aren't "sniping" with a handgun across the map. But in pve? No ones complaining. It's effective and requires skill or preference. I think it's a bold move for Bungie to try and balance weapons across two, very different playing mechanics. I don't think the community/fans every really expected or clamored for that.
