If you legalize it the government can control it by taxes and other ways.
What you really want is it decriminalized because then you won't get in trouble for growing selling or using

Also what makes you think there will be a blackmarket for it once it's decriminalized and everyone can just grow their own?

Legalization just leads to more taxation and government control which we could all do with less of. However, if it's being controlled in some way by government contractors it stands to reason there's a pretty good explanation as to why it won't happen anytime soon.
