You can't legislate things like this away, it has to be an education issue. Prohibition just feeds the black market and organized crime.
Hard drugs are definitely bad to use, but they should still be legal because it's the lesser of two evils, having it be illegal does more harm than good and stops people from being able to get help without risking getting in trouble.
Education is the best tool to stop people from doing bad things, and anything not bad enough for proper education to talk them out of it probably wasn't that bad to begin with.
