Having played v2.0.0 over the past few days, in my opinion the new ghost voice sounds too cheerful, for the overall feel of the style and intention of the game. The voice acting is probably fine for the cinematics (which we are about to see in the The Taken King)' but most of the time you will be playing raids, strikes and quests, for which something more sedate is better (PoE, Crucible, already have unique, and perfectly acceptable voice overs). The new ghost voice lacks a certain detachment (It is a disembodied voice after all), and gravitas. His voice reminds me of Microsoft's clippit - "It looks like your trying to play a raid. Would you like some help with that?". With such cheeriness the voice will grate on your ears after only a short time. It is probably, and for me thankfully, why in some parts of the strikes it is quiet. What you need is information that the next phase, is about to start, or some important event has happened, for which a more neutral delivery is best, as you hear it for the umpteenth time.
