Athena is sitting in her little camp down in the Cedyetican Underground do to the fact that she is literally broke when it comes to money. She was just waiting for another contract to show up, bc she had just got a new sniper and was itching to use it

Take your character to Tokyo Town and look for The Mad Hat, go inside and speak to Revy, the owner and currently the only person working there. It'll pay less than security tho.
