I have a glitch where my bounties that I turn in will not level up my subclass. They only slightly level up my weapons and sometimes they don't even level up my weapons. and I also I have a glitch where it says Hawkmoon only has 11 bullets but I have 13 and I have no weapons or armor that have hand cannon ammo perks

I does only have 11 rounds, they changed it so when you get the Holding Aces perk it adds two rounds to the magazine.
