Why would anyone activate it out in the open? Do it in a different room or around the corner.

Yes they can, I had an efrideets that could have AP, High Cal, or Skip.

Like blade dancer you have to time you activation carefully

With arc blade and golden gun, I always pop them before I rush out into the enemy team so I don't die during animation. But that almost always results in not being able to use them because the enemy left or died.
