Having the same issue! Me And my bf share and Xbox so both our accounts are on it.
he downloaded it and can play it fine but when I sign in it says I don't have it! There is no way I have to buy two DLCs for one Xbox right?!?!
Let me know if you resolve please:)

It is locked to the gt that bought it. No license transfer either.

It's against Xbox terms of service for them to do that! So I think it's a glitch:S If you look at Xbox status it says (or said when I last looked) that there are issues with DLC:( They will sort it eventually, just annoying it's taking so long:( I found a way that kinda works if you check out my other feeds/posts:)
