they did advise not to delete any of your characters if you were using multiple characters to complete the yearly progress thing. many times they said do not delete any character that your progress might be based on. so if you found 15 chests on one character and 5 on your 2nd and deleted your 2nd b4 they awarded the emblem and locked progress, that would explain the issue, i think.
