This has nothing to do with deleting characters. I have never deleted a character, was a year one legend until this morning, and now it says I completed 0/20 chests. I do not have the emblem, despite hours and hours of grinding for it. This appears to be affecting a lot of people, so mattack has every right to be angry, frustrated, disappointed.
