I guess the best way to get legendaries is by getting legendary marks, I got most of mine from levelling up factions.
As for infusing, you can only infuse legendaries much like how you could only ascend legendaries.

I've spent so many marks infusing. I got my an answering chord at 200. It's at 270 now
