I would say I got most of my gear by running a lot of heroic vanguard strikes (for engrams) and completing quests. Engrams from what I have noticed give you items that are close to your current light level or higher. So when you decrypt items with a higher light level, equip them and try to collect more engrams. Also, try and save up your legendary marks to buy some stuff from one of the vendors. Doing the daily mission and daily crucible playlist gives you 15 marks each. Hope this helps some :)
