Here's my Toxotic (exotic that's awesome with a negative effect on the user).
Name: Hot Shot
Weapon Type: Shotgun (secondary weapon)
Shells in magazine: 3
Shells in reserve (max): 5
Shot Package: Aiming down sight reduces shot spread.
Overboil: Full auto, and every time the gun is fired it deals 150 damage to the user.

Exactly, it has a PVP range similar to the way shotguns used to be, and in PVE it deals massive damage, but shooting it twice is death (assuming you don't have shield modifiers). High risk, high reward.
