No, they allowed 360/PS3 users to buy content and transfer it up to a Xbone/PS4, this first year, but not down, and I'm not sure if they will continue to allow that transfer in year 2 and beyond. The idea was for people who wanted to upgrade to current gen systems to do so without buying two copies of the game.
