I play on PS3, and have purchased both The Dark Below and House of Wolves. Whether I go directly into the PS$, or go through the game menu, I'm told that it cannot be purchased at this time. I went to the PS$ through my computer, and it said that I not only needed the previous DLCs, but that they had to be purchased through the expansion pass. So because I didn't buy them together, I can't buy TTK? Am I just doing something wrong (or not doing something I should)?
