You just consume them for rep they're your marks depreciated 50-1 since they converted to legendary marks this was the best way to hand your old currency

so shall i consume all of the commendations i got? and they will be turned to legendary marks?

Yes consume them no they'll give you reputation for their respective factions ie vanguard rep for vanguard commendations

so this is like a boost token, its permament right? meaning it wont decrease in the future. like using materials against enemies.. it only lasts for 10/15mins
