Yes but with Precision KILLS, not hits. The raid sniper has the perfectionist perk as well.

Yeah, I saw that, definitely not a black hammer, but still cool if you can pick off smaller enemies without losing ammo. Is there a time limit? Can you switch weapons and still have the perk proc?
