We had this issue and I contacted Microsoft Xbox help line. They told me to go to settings and to the profiles. To make the account I downloaded the content with my "home" account on this Xbox one. I did this and we can play the Taken King on all accounts now. It has to be downloaded to the consoles "home" account.
