Maybe my fix will help you. I was having the same issue...actually returned a copy of the game thinking a new copy would fix, but nope. Go to the game add ons page on Xbox one. Look for the digital edition upgrade add on. It should either say "free" or "install". I installed that and was up and running. I didn't purchase the digital edition, so not sure why it worked but it did. Hope this helps you.
