Well they are until they buy ttk.. same with nightfall and vendor gear.. no vendor gear can be purchased because legendary marks are ttk exclusives. Nightfall cap set to lvl 40 and pre ttk is 34. Boom Paywall. Locked out.. unable to access things they could once before and now can't unless they "throw money at the screen"
