Its the way most MMOs are, if you don't download the new content then of course you're going to be missing out on a lot. Why should the creators feel like its their duty to cater to those who haven't bought the new content they've worked hard on when theirs more than a few who will gladly pay for it? The needs of the many oit weigh the needs of the few. Also its only $40, more pricey than most DLCs but it's nothing to go crazy about.
