Xur is giving old exotic weapons with 160 damage, with the taken King shouldn't the damage be 280?

That's the "legacy engram". It's supposed to be for year one exotics. It was explained in an update somewhere and on one of the twitch streams. It's for everyone who didn't get one of the year one exotics and want to collect them.
