Yep, the problem is that you bought a previous dlc in a different account but you still could play it. In TTK the dlc is only for one account that has both dlc *not shared*.
Here is something to test it. Delete the dlc that you didn't buy in your account and in the in-game purchase option change to the Legendary and Collectors. Making you waste more money on something you had on your console. Sketchy Idea or Mayor Mistake done by Bungie.

Making you have to buy the Collectors and Legendary that are the expensive option. Those purchases work but I don't recommend you wasting money on something you already bought. For Bungie to avoid these problems was to make the dlcs be played on one account since the beginning.

This is beyond stupid. You should be able to buy the stand alone. Did bungie do this intentionally?

We can't jump to those conclusion but by the amount of interest they put in answering what seems to be wrong (that is none), then it feels like it was intentional and want to take this opportunity and make us buy Collectors or Legendary in obligatory means. Example of this idea is the advertisement they put on the Xbox Home screen, advertising only Collectors and Legendary , no Standalone.

I know. This just feels frustrating. I know no teverything can't be right the first or even second day of the launch but the issue should be resolved as quickly as possible to increase sells as well as customer satisfaction.
